Agriculture and Allied Activities – 11 measures (8 – Strengthening infra, logistics, capacities; 3 – Governance and administrative reforms)
- Infra, capacity. logitics - 8
o 1 L crore Fund for – Aggregators, FPO, Primary Agricultural cooperative organizations; strengthening the Farm gate infra. Cold Chains, Post-harvest management infra, yards; especially for exports as well
o 10k Crores – Formalization of Micro Food Enterprises (MFEs) Cluster Based Approach – Help and Wellness Products, Herbal, Nutritional, Organic, (state wise clusters ; focus on specific areas where India has a good strength) – focus will be on SCs and STs and aspirational districts ; Local se vocal ; vocal se global
o PM Masya Sampada Yojana – Activities for marine related activities (fisheries) INR 20k crore (9k crore for infra and 11k crore for farmers)– 55 lakh people impacted – target to double India’s current fisheries export to 1 lakh crore.
o Animal Husbandry: National Animal Disease Control programme – eradication of FMD ; 1 lakh crore Cows have been vaccinated – 13k crore allocated since Jan 2020;
o Dairy infra : 15k crores will be spent on dairy infra, cattle feed; establishing plants for export of niche products (cheese, cream etc.); private investments welcome
o Herbal Cultivation – INR 4 k crores for medicinal plants; generate INR 5k crores; additional 10 lakh hectares to be covered
o Beekeeping – INR 500 crores will benefit 2 lakh Bee keepers ;
o TOP to Total; Operation Green - INR 500 crores – 50% subsidy on transportation and storage ; pilot for 6 months ; Tomatoes, Onions, Potatoes (TOP)
• Governance and Reform related - 3
o Amendment of Essential Commodities act (since 1955): Cereals, edible oils, oilseeds, pulses, onions, potatoes will be completely deregulated; stock limits will be imposed only when there is a need; no stock for processes
o Agriculture Marketing Reforms - Farmers getting adequate choice –Law to be amended– Barriers to be removed; no longer sells to holders of licence holders; can sell to e players as well.
o Agriculture Produce Price – Promote assured returns. Legal framework to allow farmers to engage with aggregators for farmers will be able to have a standard pricing mechanism in advance to the sowing phase. Farmer will have better visibility.
• Several measures have been taken (in lockdown period)
o MSP based purchases made 74k crores
o 18.7k crores to farmers in their accounts
o 6.4k crores Bima Yojana claims have been honoured
o Animal Husbandries – 5.6l litres of milk were procured by cooperatives; 4k crores have been paid for this
o New interest subvention – additional 2 % were provided. Will be further continued – 5k crores liquidity.
o Several steps for shrimp farmers..

COMMODITY MARKET SUMMARY of 15/05/2020
• Northward trading witnessed in spices counter except cardamom which traded on lower circuits. Turmeric future (June) rose almost 2% & closed at 5280. Coriander future & Cuminseed future prices both traded almost 0.4% up.
• The oilseed counter traded in green zone, Soybeen(June) traded 0.7% higher to close above 3800 while RM seed June prices also closed 0.7% higher. Soya ref oil (June) traded almost 1% up while CPO (May)prices gain almost 1.5%.
• In other commodities, Cotton future (May)traded with positive bias and closed at 15760 in MCX while Cocud prices (June)jumped to upper circuits above 2050. Guargum & guarseed traded both traded 2.5% higher. Chana counter continued to negative trading.
• In bullion counter, gold prices trading in green zone near 46920 & silver jumped more than 2.5% to above 45200.
• In energy counter, Crude oil prices trading with more than 4% gain and above 2100 while Natural gas prices trading with positive bias.
