Consent to Establish
As per provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, all new intending projects (Developmental & Industrial) are required to obtain "Consent to Establish" (popularly termed as NOC) from the West Bengal Pollution Control Board. Depending upon the pollution and hazard potential of industrial activities, the industries are categorised as Red, Orange, Green, White and Exempted. There are siting restrictions for these industries. Prospective entrepreneurs should take into account these restrictions while selecting land for their proposed industries. The power to grant NOC for industries is furnished below :

For obtaining NOC from the Board, the entrepreneurs are required to apply online (https://wbocmms.nic.in). NOC is granted with validity for seven (7) years.
Consent to Establish Application fee to be submitted at
For EMIS and other offline users - All branches of United Bank of India (UBI)
For WBOCMMS users - All branches of ICICI Bank
or through Online Payment.
Consent to Establish Application fee depends on the Gross Capital Investment on land, building and plant machinery of the project.
Documents
- Any land related document (rent agreement, rent receipt, land deed, porcha, lease document as applicable)
- Gross Capital Investment Certificate (Self certified undertaking)
- Self certified site plan/lay out with road map/route map
- Project Report with details of emission, effluent, solid waste management plan, raw materials, finished products, manufacturing process including list of machinery
